REGISTRATION

Persons wanting to engage in the business of selling, handling or installing and servicing equipment and appliances for use with propane in Missouri, must apply for registration and meet specific requirements. (2 CSR 90-10.012) 

REGISTRATION CLASSES

Class I-General LP Gas Operation
The storage, sale, transportation, and distribution of LP gas at retail-wholesale and the installation, service, and repair of appliances, equipment, and piping for use with LP gas. This does not include LP gas liquid meter service/repair or interstate transportation by common carriers. 

Class II-Installer and Service of Low Pressure Systems
Installer and servicer of low pressure systems. The installation, service, and repair of appliances, equipment, and piping for use with LP gas. This class applies to only the low pressure portion of the LP gas system downstream of the first stage regulator and those systems addressed in NFPA 54 (recommended for HVAC companies).

Class III-Installer and Service of High Pressure Systems
The installation, service, and repair of piping and equipment for use with LP gas. This class applies to only the high pressure and liquid portion of the LP gas system and those systems addressed in NFPA 58.

Class IV-Installer and Service of High and Low Pressure
The installation, service, and repair of appliances, equipment, and piping for use with LP gas, the installation of LP gas cylinders and tanks, and the delivery of LP gas cylinders. This class applies to both high and low pressure portions of LP gas systems as addressed in NFPA 54 and NFPA 58 (recommended for plumbers and pipefitters).

Class V-LP Service Station Operator (metered sales)
The retail operation of an LP gas service station consisting of LP gas storage containers, piping, pumps, and other pertinent equipment utilized to fill portable LP gas containers by weight.

Class VI-LP Gas Dispenser Operator (non-metered sales)
The retail operation of an LP gas dispensing station consisting of an LP gas storage container(s), piping, pumps, and other pertinent equipment utilized to fill portable LP gas containers by weight.

Class VII-Cylinder exchange dealer
The operation of an LP gas cylinder exchange business whereby Department of Transportation (DOT) cylinders are stored in a secured cage or area and exchanged with customers (full cylinder for empty cylinder). This does not include the filling of any cylinder or tank on premises.

Class VIII-Cylinder Sales and Service
An operation or business engaged in the filling, distribution, and service of LP gas cylinders.

Class IX-Carburetion System Installer and Servicer
An operation or business engaged in the installation and services of LP gas carburetion systems.

Class X-Liquid Meter Repair and Service
The installation, repair, and service of LP gas meters utilized for liquid LP gas deliveries, i.e., bobtail delivery truck meters. 

Class XI-Transporter
There aren’t any requirements if operating as a contract or common carrier.

Registration Approval Requirements


Class I-General LP Gas Operation

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  2. A completed Registration Application (MPGC-1219). (Click here for Registration Application.)

  3. A completed Application for LP Gas System Installation (MPGC-0910), and two sets of plans according to 2 CSR 90-10.013. (Click here for Application for LP Gas System Installation.)

  4. A completed LPG Bulk Storage Information Sheet (MPGC-1136). (Click here for LPG Bulk Storage Information Sheet.)

  5. An owner or full-time manager of the business who has at least three years' demonstrated experience in the retail/commercial LPG business of handling, storing and transporting LPGs, and installing, repairing and servicing piping, equipment and appliances for use with LPGs.

  6. An owner or full-time manager of the business who holds a current Basic Principles and Practices Certified Employee Training Program (CETP), or CETP equivalent, certification through a propane training program approved by the director of the MPSC.

  7. An owner or full-time manager of the business who is familiar with all safety precautions.

  8. An owner or full-time manager of the business who takes and scores at least seventy-five percent (75%) on a written examination administered or authorized by the MPSC.

  9. Approval of installation plans by the MPSC prior to construction.

  10. An owner or full-time manager of the business who passes an interview with an inspector or an interview committee of the MPSC.

  11. Evidence of self insurance or liability insurance coverage according to Chapter 323.075, RSMo.

  12. Passing of a final inspection by the MPSC of the installation after construction, and before placing into service.


Class II-Installer and Service of Low Pressure Systems

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  2. A completed Registration Application (MPGC-1219). (Click here for Registration Application.)

  3. An owner or full-time manager of the business who has at least one year demonstrated experience as service technician apprentice, or as heating/AC college student, or as employee working under registered installer.

  4. An owner or full-time manager of the business who holds a current HVAC Certified Employee Training Program (CETP), or CETP equivalent, certification through a propane training program approved by the director of the MPSC.

  5. An owner or full-time manager of the business who is familiar with all safety precautions.


Class III-Installer and Service of High Pressure Systems and
Class IV-Installer and Service of High and Low Pressure

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  3. An owner or full-time manager of the business who has at least one year demonstrated experience as service technician apprentice, or as heating/AC college student, or as employee working under registered installer.

Class V-LP Service Station Operator (metered sales) and
Class VI-LP Gas Dispenser Operator (non-metered sales)

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  4. An owner or full-time manager of the business who holds a current Dispensing Certified Employee Training Program (CETP), or CETP equivalent, certification through a propane training program approved by the director of the MPSC.

  5. An owner or full-time manager of the business who is familiar with all safety precautions.

  6. Approval of installation plans by the MPSC prior to construction.

  7. Evidence of self insurance or liability insurance coverage according to Chapter 323.075, RSMo.

  8. Passing of a final inspection by the MPSC of the installation after construction, and before placing into service.


Class VII-Cylinder Exchange Dealer

  1. Persons who only sell liquefied petroleum gas in containers having a capacity of fifty pounds or less that have been filled by another person registered under this chapter are exempt from the registration requirements.

  2. Adherence to all requirements of Chapter 323

  4. An owner or manager who holds a current Basic Principles and Practices Training certificate.

  5. An owner or manager who is familiar with all safety precautions.


Class VIII-Cylinder Sales and Service

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  7. An owner or full-time manager of the business who is familiar with all safety precautions.

  8. An owner or full-time manager of the business who takes and scores at least seventy-five percent (75%) on a written examination administered or authorized by the MPSC.

  9. An owner or full-time manager of the business who passes an interview with an inspector or an interview committee of the MPSC.

Class IX-Carburetion

Class X-Liquid Meter Repair and Service

  1. Adherence to all requirements of Chapter 323, RSMo and the rules pursuant to it.

  3. An owner or full-time manager of the business who has at least one years' demonstrated experience working with meter testing and repair.

  4. An owner or full-time manager of the business who is familiar with all safety precautions.

  5. An owner or full-time manager of the business who takes and scores at least seventy-five percent (75%) on a written examination administered or authorized by the MPSC.

  6. An owner or full-time manager of the business who passes an interview with an inspector or an interview committee of the MPSC.

  7. Evidence of self insurance or liability insurance coverage according to Chapter 323.075, RSMo.


Class XI-Transporter
       There aren’t any requirements if operating as a contract or common carrier.
